New Orleans police officials in Louisiana, USA, said the rats that infested the department's headquarters were "all high" on the marijuana stored in the evidence room.

Superintendent of Police Anne Kirkpatrick told the City Council's Criminal Justice Committee that the building is infested with cockroaches and rats, and the rodents in particular seem to be having a good time destroying evidence.
"The rats are eating our marijuana, they're all high," Kirkpatrick said during a committee meeting this week.
Kirkpatrick spoke in support of a $7.6 million proposal to temporarily relocate police headquarters to a leased space downtown for 10 years while permanent solutions to the current building's many problems, which are not limited to pests, are studied.
The council's criminal justice committee agreed to bring the lease proposal up for a city council vote. The lease agreement will give the department time to develop plans for a new permanent headquarters.
From a scientific point of view, it is unlikely that animals experience a euphoric effect from cannabis. Raw cannabis contains inactive ingredients that must undergo a process of heating – decarboxylation – before THC can be formed into the form that gives mammals a high.
