According to the report, French President Emmanuel Macron held a meeting of the Defense and National Security Council at the Elysee Palace. This happened against the background of the terrorist attack that took place in a shopping center on March 22 in the Moscow region.
"Given that the Islamic State has claimed responsibility for the attack and the threats to our country, we have decided to raise the position of the Vigipirat plan to the highest level: an emergency attack," the post reads.

The Vigipirate plan is a French national security system. It has three levels: "vigilance", "increased level of security/risk of attack" and "emergency attack". The last two levels can be activated in the case of an immediate threat of a terrorist act or immediately after an attack.
